Comparing our learner approach in the UK to other EU countires, the difference seems to be other countries consider driving as an educational process. With structure and more committment from the pupil. In the UK it's all about short time frame and low costs. Although the death rate in the 18-25 age bracket has come down, it is still the biggest risk group, and that is typical across Europe. So the decision to make it a more formal approach has not seemed to have made a lot of difference. So what is the answer? How can road death be reduced in this age group?
