Qualifications new or old?

For some time now the government has toyed with the idea of introducing an academic qualification for learner drivers. The BTEC is available but uptake is poor. At a recent meeting, Charles Morton announced that the way forward is a Safer Road User qualification. I wonder how this will integrate into an already over stretched curriculum? Or whether it will only be for those who wish to learn.

The EU decision to integrate road safety into the syllabus from the age of 6 following through to 25, will be more interesting. But could it work?
